Terms of Use

One set of terms for our websites, Scope Writer, the ApplicationOS applicant portal and the hands-on demo.

Last updated: October 20, 2026

1. What these terms cover

These terms are an agreement between you and Clever Administration LLC, doing business as Housing Programs Software ("we", "us"). They apply when you use any of the following:

  • our websites: housingprogramssoftware.com, gohousingos.com, goapplicationos.com, goscopewriter.com and help.gohousingos.com;
  • Scope Writer at app.goscopewriter.com, including the hands-on demo;
  • the ApplicationOS applicant portal at portal.goapplicationos.com and the staff pages that go with it.

By using any of them you accept these terms and our Privacy Policy, which explains how we handle information. If you do not agree, please do not use them.

If you text us or opt in to text messages, our Text Messaging Terms also apply: reply STOP to opt out, HELP for help, message and data rates may apply, and frequency varies.

2. Agencies with a signed agreement

Housing agencies license HousingOS, ApplicationOS and Scope Writer under a written subscription or license agreement. For an agency and its staff, that agreement governs the products, including pricing, support, data ownership, service levels and liability. Where that agreement and these terms differ, the agreement wins. These terms fill in only what the agreement does not cover, such as use of our public websites.

3. Our websites

Our websites describe our products and services. We try to keep them accurate and current, but they are provided for general information and may change without notice. Product descriptions, screenshots and demonstrations are not a promise that a particular feature works a particular way for your agency; your agreement with us is.

HousingOS, ApplicationOS, Scope Writer and the Housing Programs Software name and logos are our marks. HUD, NSPIRE, HOME, CDBG and the names of other government programs and standards belong to their owners. We are not affiliated with or endorsed by the U.S. Department of Housing and Urban Development or any other government body.

4. Accounts

Scope Writer and the ApplicationOS staff pages require an account created by, or on behalf of, a licensed agency. If you have one:

  • give accurate information and keep it up to date;
  • keep your password and sign-in codes to yourself, and sign out on a shared device;
  • use the account only for the agency that issued it and only for its housing programs;
  • tell your agency administrator or us right away if you think someone else has used your account.

Your agency's administrator controls who has an account and what each account can do. We may suspend an account that is being misused or that puts the service or other users at risk, and we will tell the agency when we do.

5. The applicant portal

The applicant portal is how a housing agency receives applications. We run the portal for the agency; we do not run the program.

  • The agency decides. Eligibility, funding, timing and every other program decision is made by the agency under its own rules and the law. Submitting an application does not entitle you to assistance, and nothing on the portal is a promise of assistance.
  • Be truthful. You must be the applicant or someone authorized to act for them, and the information and documents you submit must be true, complete and yours to submit. The agency will ask you to certify this, and giving false information can have serious consequences under the program's rules and the law.
  • Program terms. The agency's own disclosures, consents and program terms are shown to you inside the portal before you submit. Those are between you and the agency. These Terms of Use cover your use of the portal itself.
  • Questions about your application go to the agency. Its contact details are on the portal's first screen. We cannot see or change the status of your application on your behalf.
  • Not advice. Nothing in the portal is legal, financial or tax advice.

6. Scope Writer

Scope Writer helps agency staff write the scope of work for a property. The scope text it produces is a starting point written by people with program experience, but every property is different. The Rehab Specialist who writes the scope is responsible for reviewing it, changing it where needed, and confirming that it is right for the property, the program and the applicable codes. We are not responsible for work performed, bids received or costs incurred on the basis of a scope.

Our scope library, bundles, allowances and templates are our copyrighted material, licensed to your agency for use in its own housing programs while it subscribes. Your agency may edit them for its own use and may not resell or redistribute them.

7. The hands-on demo

The demo lets prospective customers try Scope Writer with sample data. It is for evaluation only. Do not enter real applicant or homeowner information in the demo. Anything you write there may be seen by other demo visitors or by us and may be cleared at any time without notice. Demo prices, allowances and library text are illustrative and are not an offer or a quote.

8. Acceptable use

You agree not to:

  • access any account, data or part of the service you are not authorized to access, or try to;
  • upload files that contain malware, or files you have no right to share;
  • probe, scan, overload or interfere with the service, or bypass its security or rate limits;
  • copy the service, the help site or the scope library by automated means, or use them to build a competing product;
  • impersonate another person or an agency, or misrepresent who you are acting for;
  • use the service for anything unlawful, or in a way that harms applicants, agencies or other users.

9. Your content and ours

Agency data entered into our products belongs to the agency. Applicant submissions become part of the agency's file for that application. We do not own either. You give us only the permission we need to store, process, display and transmit that content in order to provide the service, and to keep backups, as described in our Privacy Policy.

Our content, meaning the software, the websites, the help site, the scope library, templates, images and text, belongs to us or our licensors and is protected by copyright and other laws. You may use it only as these terms and your agreement allow.

If you send us a suggestion for improving a product, we may use it without any obligation to you.

10. AI-assisted features

Some features use automated tools to read documents and draft text, such as pulling income figures out of a pay stub. Their output is a draft for a person to check. It can be wrong. Agency staff must review it before relying on it, and eligibility and funding decisions are always made by people, not by software.

11. Availability and changes

We work to keep our services available and may take them down for maintenance or improvement. We may add, change or remove features. For licensed agencies, any service commitments are in the agency's agreement. For the public websites and the demo, we make no availability commitment.

12. No warranty

The websites, the demo and any service used without a signed agreement are provided "as is" and "as available", without warranties of any kind, express or implied, including fitness for a particular purpose, accuracy and non-infringement. Warranties for licensed products are set out in the agency's agreement and nowhere else.

13. Limits on our liability

To the fullest extent the law allows, we are not liable for indirect, incidental, special, consequential or punitive damages, or for lost funding, lost data or lost profits, arising from your use of the websites, the demo or the services. For anyone using them without a signed agreement, our total liability for all claims is limited to one hundred dollars ($100). For a licensed agency, the limits in its agreement apply instead. Some jurisdictions do not allow certain limits, so parts of this section may not apply to you.

14. Ending access

You may stop using our websites and services at any time. We may suspend or end access for anyone who breaks these terms or puts the service or other users at risk. When an agency's agreement ends, its staff accounts end with it, and the agency's data is returned or deleted as the agreement provides. Sections 9, 12, 13 and 15 continue to apply after access ends.

15. Governing law and disputes

These terms are governed by the laws of the State of California, without regard to its conflict-of-law rules. If a dispute arises, please contact us first; most issues can be sorted out with a conversation. Any dispute that cannot be resolved that way will be brought in the state or federal courts located in Riverside County, California, and you and we each consent to those courts. Public agencies keep any immunities and venue rights the law gives them.

16. Changes to these terms

When we change these terms we update the date at the top. Continuing to use the websites or services after a change means you accept the new terms. If a change materially affects a licensed agency, we tell the agency directly.
